PARISH COUNCIL

MINUTES OF A MEETING HELD ON 5 APRIL 2000

COMMENCING AT 7.30pm

Present: Coun. Marshall (Chairman), Anderdon, Bulgin*, House, Jelks, Lyddon, Mullins, Rexworthy, Shattock, and the Clerk (Mary Growtage) 4 Parishioners and the Press.

Mr Russell Gomm gave an interesting talk on his Millennium Project to list all Wildlife in the area and handed over two copies of his book to the Chairman, one for the Parish Council and one for the Chairman to hand over to the Ruishton Primary School. A vote of thanks was extended by Coun. Anderdon.

Mr Gomm will be giving a Slide Presentation in the Village Hall on 11 November 2000.

04/00.01 MINUTES OF THE LAST MEETING
The minutes of the meeting held on 1 March 2000, having been circulated were taken as read and following one alteration were duly agreed and signed by the Chairman.
04/00.02 CLERK’S REPORT
The Clerk reported that there would be a planning application at the next meeting for the a Petrol Filling Station and Industrial Development B1(A), B1(C) & B2, together with the formation of a roundabout, new access arrangements at Thornfalcon Works.(Renewal of 31/1997/006)

Planning has been granted for alterations at Riversdale, Ruishton.

Note should be made that no planning permission is required for an a gate and access being made at Henlade Farm House, Stoke Road, Henlade. Heritage and Landscape (TD) have agreed to the removal of a small section of hedgerow.

An acknowledgement has been received regarding our response to the River Tone Plan.

PLANNING APPLICATION

ERECTION OF GROUND BASE ANTENNAE, EQUIPMENT CABINET AT MATTOCK’S TREE HILL, THORNFALCON.
The meeting agreed with the Officer’s recommendation and had no objections to the application.

Coun. Squier (DC) arrived at 7.35 pm
Coun. Bulgin left at 7.40 pm

04/00.04 MINOR HIGHWAY IMPROVEMENTS SCHEME
WSAtkins have written asking the Parish Council whether they still want Footway/cycleway crossing point improvements at the A358 Ruishton Lane Junction and the extension of the footway from Cheats Corner to Ruishton Village Hall to be included in the above scheme and to place these in order of importance as far as the Parish Council is concerned
After discussion it was agreed to ask for the footway to be extended as this would complete the scheme for a continual footway from Ruishton to Creech St Michael.

Coun. Squier proposed that the improvements at Ruishton Lane junction should be deleted from the list. A vote was taken and the proposal was agreed by 6 - 1 with 2 abstentions

Coun. Squier stated that he is in consultation with the Area Highways Manager regarding traffic calming within the Parish.

04/00.05 BUS SHELTERS
RUISHTON - Southern National state that there is no official bus stop in Ruishton. However drivers do stop opposite the Ruishton Inn car park and at the end of Lawn Meadow when requested to do so.

NAG’S HEAD, THORNFALCON - The Clerk had met with Mr J Herrington at this site and he had confirmed that there was room for at bus shelter alongside the highway at this point. No planning application will be required and Mr Herrington will deal with all legal aspects.
Members were shown metal Abacus shelters and also various designs in timber. After discussion Coun. Squier proposed that the Parish Council accept the Officer’s recommendation and have a metal Abacus bus Shelter. A vote was taken and the proposal was agreed by 6 - 3

It was agreed that the Clerk should write to West Hatch Parish Council asking if they would like to make a contribution to the bus shelter.

The above will depend on 85% still being available from Taunton Deane, with in the region of £600 due from the Parish Council.

04/00.06 RECREATION FIELD
It is understood that there could be an 85% grant available from Taunton Deane towards Senior Play Equipment and for a Picnic Table for the Toddler’s area.

The Clerk has made extensive enquiries regarding designs and costs. Members were shown various catalogues and the following were finally agreed:

SENIOR PLAY EQUIPMENT - A three segment Huddle area from SMP at a cost of around £4080. The Council were not in favour of the Wickstead Play Village at £3469 + installation as they considered that it was not so disabled friendly and did not look as strong.
This was passed unanimously.

PICNIC TABLE - We was unanimously agreed to purchase the best quality picnic table from Cronin Bros, I of W. At a cost of £485 + delivery. The Clerk pointed out that she would have to get a second manufacturer to quote for a similar product and that Taunton Deane may only fund the cheaper model.

TODDLER’S PLAY EQUIPMENT - It was agreed to leave this for the time being.

The notices have now been fixed on the palings of the toddler’s area and the new ‘NO DOGS’ notices have been put in place by Coun. Bulgin.

04/00.07 DOG LITTER BIN - HENLADE POST OFFICE AREA
Taunton Deane may be able to provide a dog litter bin for this area but at the present time the Parish Council would have to pay for the emptying of same at a cost of £1.60 per week. If we have to also provide the bin the cost would be in the region of £100.

Coun. Mullins proposed that we ask for this to be undertaken.

A vote was taken the result being 6 -2 with 1 abstention, the Clerk will write accordingly.

04/00.08 NEW NOTICE BOARDS - DINHAMS AND HENLADE POST OFFICE
A 50% grant is available on a ‘first come basis’ , even so it was decided to leave this until the next meeting to enable Councillors to view various options. .
04/00.09 MOTORWAY JUNCTION/ROUNDABOUT
The County Councillor and District Councillors have met on site with the Highway Authority, other than that there is nothing further to report.

Parishioners are urged to write to the Highway Authority expressing concern over the dangers at this junction.

04/00.10 AIR QUALITY IN TAUNTON DEANE
Copies of the Executive Summary were handed to Councillors, the aims of which should be met by 2005.

The Clerk is to ask Taunton Deane for a summary of Nitrogen Dioxide from traffic emissions along stretches of the M5

04/00.11 CORRIDOR STUDIES
The Chairman had read all the reports on the various routes and gave his findings to the meeting and his recommendations as to how our response should be worded.

This was unanimously accepted by the meeting and thanks were expressed to the Chairman for the amount of time he had given to the study.
