MINUTES OF A MEETING HELD ON 3 MAY 2000
COMMENCING AT 7.30 PM

Present: Coun. Marshall (Chairman), Banham, Dickinson, House, Jelks, Lyddon, Rexworthy & Shattock, 2 Parishioners and the Clerk.

05/00.01 ELECTION OF CHAIRMAN, VICE-CHAIRMAN AND OTHERS

All the above were unanimously elected.

Areas of Responsibility :-
Footpaths - Coun. Shattock wished to stand down and Coun. Lyddon agreed to take his place assisted by Coun. House.
Recreation Field - Coun. Rexworthy will replace Coun. Lyddon .

05/00.02 MINUTES OF THE LAST MEETING
The minutes of the meeting held on 5 April 2000, having been circulated, were taken as read and after one amendment were duly agreed and signed by the Chairman.
05/00.03 MATTERS ARISING FROM THE PARISH MEETINGS
It was agreed to amend the Income and Expenditure Accounts to show the amount that is held in the ‘Legal Reserve’

The Clerk will write to the Avon and Somerset Police asking for confirmation that the first call regarding abandoned cars should be to the Police Authority.

05/00.04 CLERK’S REPORT
SALC - At the next meeting Officers will be elected and the Clerk has nomination forms sho forms should anyone want to be considered for any of the positions. It was agreed to purchase a copy of the booklet on ‘Best Value Guide for Non-statutory Medium Councils.

ROAD CLOSURE - CREECH ST MICHAEL There will be a temporary road closure p closure proceeding along St Michael Road from Bull Street to Ham Road in connectio connection with implementation of Bridge Relieving Measures with effect from 5 JUNE 2000, the work is expected to last 8 weeks. The Clerk will post the map of the alternative route on the Parish Notice Board.

FIRE HYDRANTS - Following a fire at Lower Henlade when there was a problem with the fire hydrant, the Clerk has been assured that the hydrant in question will either be replaced or adapted to fit the equipment and that other hydrants within the area will be checked.

RECREATION FIELD - Grants have been agreed for the new picnic table, Taunton Deane recommending a Westward table and the SMP Huddle.
Both should arrive in June.

SHRUB BED ALONGSIDE VIRGINIA ORCHARD - The Clerk has asked Parsons to attend to this bed. She will also ask them to attend to the bank alongside the Village Hall and Recreation field, although this was not included in the original quotation.

LOCAL MINERAL PLAN - There is nothing in the plan which affects our Parish.

WEST BAGBOROUGH VILLAGE DESIGN STATEMENT - The Chairman praised the booklet and urged Councillors to read it.

SOMERSET AND EXMOOR PARK LOCAL STRUCTURE PLAN - This has been dopted and means that Somerset will need to provide 44,800 new homes to the year 2011.

LAMP TWINNING - There is a person locally who is prepared to work on this idea and will be invited to attend a future Parish Council meeting with a view to taking the matter forward.

RUISHTON VC SCHOOL - There is the possibility that there will be an administration room available in the near future. Full details are not available.

05/00.05 PLANNING APPLICATION -31/2000/005 ERECTION OF A FILLING STATION AND INDUSTRIAL DEVELOPMENT AND FORMATION OF ROUNDABOUT, ACCESS ROADS AND NEW ACCESS ARRANGEMENTS FOR GRAVELANDS LANE AT THORNFALCON WORKS, HENLADE (RENEWAL 31/1997/006)

Coun. House declared a interest and left the meeting while this item was discussed.

The Councils views remain the same as when the application was originally considered.

The meeting would like it emphasised that the volume of traffic has increased along this stretch of the A358 and it was feared that this development would result in more traffic diverting through Thornfalcon.

05/00.06 VILLAGE SIGN IN BUSHY CROSS LANE
In his absence, Coun. Mullins sent photographs showing these signs were obscured by overgrowth and at the same time suggested that it was resited nearer the A358.

After discussion, it was agreed to ask WS Atkins if they could be moved to a more suitable position nearer Slades Cottages.

05/00.07 FOOTBALL PITCH
Holway F.C. have asked if they could ‘make-up and reseed the goal areas of the football pitch. It was agreed that this could be done so long as it was done at a time when it would not interfere with the Village Funday in July.
05.00/08 POSITION FOR ‘HUDDLE’ SHELTER
The siting of the new ‘Huddle’ shelter was agreed between the climbing frame and the swings, set back as far from the path as possible.
05/00.09 CORRESPONDENCE
FLOODING - CHEATS CORNER - Letters were read to the meeting that Coun. Squier, in his capacity as a District Councillor, had written to WS Atkins re the erection of permanent signage warning that the road ahead is liable to flooding at Cheat Corner or a guarantee that flood signs would be erected whenever flooding was imminent.

It was agreed that this was no longer a Parish Council matter and that the Highway Authority had already placed marker posts along Cheats Road and will be placing flood depth signs by the ‘old’ bridge.

AIR QUALITY - A letter to Coun. Mullins states that the report on Air Quality concludes that the only properties at risk of exceeding the nitogen dioxcide objectives are those in very close proximity to the M5 motorway (50 mtrs. from the road edge) The A358 was not identified as requiring further review.

05/00.10 ACCOUNTS
Accounts passed for payment were Cornhill Insurance £562.15 and for the Best Value booklet from SALC at £2.50.

The Clerk pointed out that further insurance would be payable when the new ‘Huddle’ shelter and Picnic table are erected in the Recreation field.
